
Chris Oliver
Director of Operations
Chris began working in the water and wastewater industry 32 years ago after earning a Bachelor of Science in Geography – Resource & Environmental Studies from Southwest Texas State University in 1993.
His career started at TEC Industries, a company specializing in building wastewater treatment plants across Texas. As an operator trainee, Chris spent five years managing plants before TEC was acquired by AquaSource in 1998. At AquaSource’s corporate office, he oversaw capital improvement projects, developed and maintained a Pre-Treatment Program, and provided support to wastewater treatment plants with operational challenges. In 2003, AquaSource was purchased by Aqua Texas, and the following year, Chris transitioned to a small utility company managing water systems in Southeast Texas, where he handled operations, compliance, repairs, and even wired and constructed several new water and wastewater plants.
With experience on both the public and private sides of the industry, Chris believes that private utilities offer the fairest and most economical approach to providing water and wastewater services to customers. Today, he oversees Operations and Compliance at Quadvest, ensuring efficient and compliant service delivery.
Outside of work, Chris is passionate about music. He is a member of two bands, where he sings lead vocals and harmony, and plays rhythm guitar, harmonica, and drums. While music is a beloved hobby, Chris jokes that it won’t pay the bills. He and his wife, Tina, are also dedicated to animal rescue—over the past 10 years, they have fostered more than 200 dogs and puppies, providing them with care and helping them find forever homes.
